Patrick C. O’Donnell

Patrick C. O’Donnell concentrates his practice in municipal, land use and estate issues, and his clients include municipalities, zoning hearing boards, developers, financiers and homeowners, as well as estates, families and elder clients.

With more than three decades in practice, Patrick has tried hundreds of cases and is respected by judges and lawyers throughout Pennsylvania. He frequently serves as an arbitrator for the Chester County Court of Common Pleas, and the Chester County Bar Association plebiscite deemed Patrick qualified to be a judge.

While acting as solicitor to zoning hearing boards and municipalities, Patrick frequently fills a quasi-judicial role, advising the boards in matters both of procedure and policy. He is a member and past Board Member of the Chester County Bar Association.

Patrick was elected Chester County Commissioner in 1979 and served until January 1984. After the 2006 election of State Senator Andrew Dinniman, the Chester County Court appointed Patrick as County Commissioner for the term ending in January 2008.

He is actively engaged in the community, having served on the boards of the Chester County Community Foundation and the Good Fellowship Ambulance Club, and as a volunteer for Planned Parenthood of Chester County, the Chester County Historical Society, West Chester Friends School, and Family Services of Chester County.

Patrick is a graduate of Kings College and received his J.D. from Dickinson School of Law. Before law school, he was a field examiner for the Pennsylvania Department of Revenue.
