Gawthrop Greenwood Attorney Theodore T. Speedy, Jr. Appointed Solicitor of West Marlborough Township Zoning Hearing Board

Speedy, Jr. will serve as lead solicitor with William W. Wylie, Jr., Chairman of the Township Board of Supervisors, commenting that “West Marlborough is pleased to have Gawthrop Greenwood on our side.”
A U.S. Navy veteran and former civil engineer, Speedy is passionate about public service and helping communities navigate complex legal challenges with clarity and precision. He advises municipalities on a wide range of legal matters, including governance, personnel, compliance and public policy. His litigation practice includes defending clients in civil rights, tort and employment discrimination cases in both state and federal courts.
Speedy’s background in civil engineering has proven especially valuable when advising clients on matters involving infrastructure, land use and rights-of-way. Prior to focusing on municipal law, he gained experience as a criminal defense attorney and supported workers’ compensation litigation.
He’s joined by Gawthrop Greenwood partners Stacey L. Fuller and Patrick M. McKenna, who lead the firm’s Municipal Law Department serving Chester, Delaware and Montgomery counties. Together, they provide advocacy at government meetings; advise elected boards on governance, open records and other issues; litigate municipal, school, land development and zoning matters through appeal; and draft legislative and policy documents for municipal governments.
Speedy served seven years as a U.S. Navy Surface Warfare Officer, during which he managed complex shipboard operations and served as a ship’s legal officer. He earned his J.D. from Temple University Beasley School of Law, where he also received a Certificate in Trial Advocacy. He holds a B.S. in Civil Engineering from Drexel University, where he served on the Judicial Review Board.
Speedy serves in Gawthrop Greenwood’s West Chester office, where he is a member of the Chester County Bar Association. His court admissions include U.S. District Court, Eastern District of Pennsylvania; U.S. District Court, Middle District of Pennsylvania; U.S. Court of Appeals Third Circuit. A lifelong resident of southeastern Pennsylvania, he lives in Exton and is an active volunteer in local township events.
