The ongoing Jones Act waiver issued this year has reopened familiar debates in U.S. maritime policy. The waiver, and its extension, appear to comply with the letter of current law. However, the purpose of the waiver stands in tension with reforms Congress enacted just five years ago to narrow waiver authority.
Carl Heckert Provides Continuing Legal Education on Family Court Mediation
A lifelong Delaware resident with more than 30 years of experience practicing family law, Carl W. Heckert is a respected and long-time practitioner of divorce litigation and mediation. This week he was asked to present five sessions over the course of two days at Family Court Mediation 2026.
The two-day training session held at the Delaware Historical Society provided fellow family court practitioners with continuing legal education courses needed to complete Family Court Mediation Training.
Carl was one of the first to become a Certified Family Law Mediator in Delaware following the state’s 2019 inaugural certification program by the Family Court of the State of Delaware as well as the Delaware State Bar Association. The courses he presented this month include:
- General Mediation Principles
- Preparation for Family Law Mediation
- Managing Property Division in Mediation
- Alimony with Practical Application Role Play
Carl’s family law practice includes divorce, property division, custody, child support, alimony, protection from abuse, as well as grandparent and stepparent’s rights. In addition, Carl’s transactional law practice specializes in real estate purchase/sale along with estate planning and probate practice.
